Massachusetts Moms and Families Push for Out-of-hospital Birth Access and Safety in the Bay State


Certified Professional Midwives (CPMs) are NOT Legally Authorized to Practice in Massachusetts

Direct entry midwives are not regulated by the state of Massachusetts; there is no licensure available. They have an active CPM bill in the 2017-2018 legislative session.

This organization is working to license CPMs, and they are actively pursuing CPM licensure in Massachusetts.

The Bay State Birth Coalition was formed in 2016 to continue the decades-long effort for state recognition of Certified Professional Midwives. Through lobby days, social media campaigns, grassroots activism, and film screenings, the Bay State Birth Coalition brings together home birth families, midwives, and activists to advocate for accessible and safe maternity care in all settings.

In Massachusetts today, most home births are attended by unlicensed midwives. The bill HB4655 "An Act Relative to Out-of-Hospital Birth Access and Safety" would create a pathway to licensure for all such midwives, and require they carry the Certified Professional Midwife (or CPM) credential.

This legislative session, the bill HB4655 has been met with unprecedented support. Our lobby days have been attended by knowledgeable CPMs, laughing babies, and passionate consumer advocates. Leading public health, human rights, social justice, and midwifery organizations have shown their support for the bill, including ACLU MA, American College of Nurse Midwives (ACNM), Amnesty International USA, Bay State Birth Coalition, Birth Rights Bar Association, Massachusetts League of Women Voters, Mass NOW, Midwives Alliance of North America (MANA), Moms Rising Inc, NARAL Pro-Choice Massachusetts, National Association of Certified Professional Midwives (NACPM), North American Registry of Midwives (NARM), Our Bodies Ourselves, Union of Minority Neighborhoods, Women’s Bar Association of Massachusetts.

Down at the Massachusetts State House, the bill is currently in the Health Care Financing Committee. After Health Care Financing, it is expected that the bill will go to Ways & Means. The legislative session ends July 31, 2018.
